Interested in Applying to the Planning Council

The Planning Council’s membership is reviewed, voted on, approved and new members are trained by the Membership Committee and supported by Planning Council Support. There is a strategic application process (listed below) and two types of membership that you can apply for. The Planning Council membership overall and the consumer membership must meet the requirements of reflectiveness—having characteristics that reflect the local epidemic in such areas as race, ethnicity, gender, and age, and representation—filling the required membership categories as stated in the legislation. Particular attention should be paid to including people from disproportionately affected and “historically underserved”4 groups and subpopulations. At least 33 percent of voting members must be consumers of RWHAP Part A services who are “unaffiliated” or “unaligned.” This means they do not have a conflict of interest, meaning they are not staff, paid consultants, or Board members of RWHAP Part A-funded agencies (RWHAP Planning Council Primer, Page 16, JSI Research & Training Institute, Inc.).

CFHPC Application Process

  • Candidate sends in an application.
  • The candidate attends one committee meeting (preferably the committee of interest) and one Planning Council Business meeting.
  • The candidate’s de-identified application summary is presented to the Membership Committee.
  • PCS schedules an interview if approved by Membership Committee.
  • PCS presents results from the interview to the Membership committee.
  • PCS presents a candidate summary and interview results to the Executive committee.
  • The candidate summary is presented to the Planning Council for a roll call vote and upon approval, an appointment letter is sent to the CEO of the Planning Council (which is the Mayor of Orange County).
  • PCS sends an appointment letter to the new member.
  • PCS schedules new member orientation.
